This tranny is always open and available regardless of whether you have taklen the quest, and it has been this way for some time (2-3 weeks).

I'd like to add that this transition probably shares its tag name with another transition in the Upper or something funky like that. Sometimes when you leave the Purst farm, you get thrown to the other side of the Upper.
