Council Members,

The following is a list of laws or acts that the Society of the Ordered Mind (SOTOM) feels would be helpful in providing for the defense of Sanctuary in regards to aberrations, particularly those that are known to enthrall other creatures. I hope the council will carefully consider each of these on an individual basis – I will be sure to make myself available for discussion regarding these or other measures at any council member’s request.

Enthrallment Notification Act In order to prevent and disrupt the attempts of aberrations to infiltrate and corrupt our society, citizens that alert Sanctuary’s defenders to possible enthralled individuals will receive a monetary reward. Details are as follows:

• Any citizen with information regarding possible enthrallment within or immediately concerning Sanctuary should report their information and suspicions to a member of the SOTOM. • SOTOM members will then conduct an investigation regarding the information. • If the information provides a lead to an enthralled agent working within or around Sanctuary, the Society will recommend to the Council a reward based on the reliability and helpfulness of the information. • Rewards can range between 100 and 1000 gold. However, 1000 gold would likely only be issued in extreme circumstances for incredibly useful information. • The Council will decide upon the reward amount and bestow it upon the informant.

Notes: This system encourages civilians to report possible enthrallment without flooding the Council members themselves with unnecessary reports. Since SOTOM Ordinants are the best trained and equipped members of Sanctuary to deal with aberrations and enthrallment, they are in the ideal position to both investigate these leads and recommend a reward to the Council.

Pyrimo Inn Restriction Due to the repeated attempts of the illithid Intryzz to lure citizens to his inn in order to enthrall and invade Sanctuary with thralls, it is imperative to dissuade citizens from entering the Pyrimo Inn. The actual law would read as follows:

• Willingly entering the Pyrimo Inn will be considered willfully endangering Sanctuary, a capital crime. • Any citizen who enters the inn accidentally or against their will must immediately turn themselves in for enthrallment testing upon their return to Sanctuary or they will be guilty of willfully endangering Sanctuary. • A member of a defense organization (Watch, Spellguard, SOTOM) may willingly enter the Pyrimo for a valid reason (pursuit of a criminal, monitoring Pyrimo events, etc.) but must immediately file a report on his return and be tested for enthrallment. • It is primarily the responsibility of the SOTOM to monitor activity within and around the Pyrimo Inn and to coordinate their knowledge and efforts with other defense organizations.

Notes: Intryzz has shown a distinct interest in Sanctuary and frequently has events to lure citizens to him in order to enthrall them. Since the Watch and Spellguard’s attention is focused primarily within Sanctuary, and because the SOTOM is especially equipped to deal with illithid methodology and technology, Ordinants are the obvious choice to monitor activity within and around the Pyrimo.

Aberration Contact Act Any citizen exposed to prolonged contact with an aberration capable of enthrallment (beholders, illithid) is to turn themselves in for enthrallment testing.

• Failing to turn themselves in is to be considered endangering Sanctuary. • “Prolonged contact” is defined as any contact that does not immediately result in the death of the aberration. Trade, conversation, and being captured are all ample opportunities for enthrallment.

While other possible laws regarding aberrations are still being discussed, for now we put these forward for the council’s consideration. We have attempted to make these laws both simple and effective, and do not expect it to cause a dramatic increase in other defense organizations’ work, simply because it will be the responsibility of the SOTOM. I hope each law will be considered separately, and I’ve no doubt the council will see the wisdom in these.

I like these ideas. They're a bit strict perhaps, but I too agree that thralls and mindwarping foes are one of our greatest threats. I'll put these before the Council and see what we can make of them. Let us sit over a bottle of Apple Cap and discuss these laws or whatever else may come to mind.
