[A quick reply penned and returned with the one who delivered this letter.] Goblins are not citizens indeed, but they can still commit crimes. All are covered by Sanctuary Law. I do not see a difference in a goblin's situation if he has commited a crime or not, except that he will most probably be even more hunted in the latter case. Senior Clerk Riddle
