She is. However it's in a very different locale then you wouldve expected.

If you were doing the quest for the very first time, then she would be much easier to find. Assuming of course you had any idea she was suppose to be given the map. Anyhow, she exists right under your nose, look around a bit more.

One hint that's not really much of a give-away:

She's not in Lower any more.
