If this is not a bug but a feature, an explanation would be welcome - and then perhaps a dialogue with the NPCs guarding the transition explaining why.

Not a bug. If you encounter it in-game next time, contact a DM for NPC posession.

Any character should be able to take this lift, if this is not the case please make a second bug report.
