Garem The Council pledges to provide funding for the creation of a Conservatory under the management of the Spellguard. The Conservatory must support the Canal Ward and better it in some way to receive funds from the allotment for such projects.

A suitable location should be found immediately and construction or renovation will begin as soon as _(date of passing)_ and as late as the _(ten days later)_, after which the proposal must be resubmitted with the location given.

After the location has been decided, the Spellguard may access the funds allotted for Canal Ward projects at the discretion of the Office of the Treasury. The Council will be alerted to the progress and financial burden of the project every week until the project's completion.

The abandoned Canal Depot, although somewhat dilapidated, may serve our purpose with extensive renovation. Given the Council's approval of the site, efforts to clean up and rebuild the Depot will begin shortly.
