The whip is scripted to be used in the off hand only, as I have been unable to find an item property "off hand only" I assume this is a hard coded property? Or didn't I look hard enough?
Before I make a suggestion, I need to ask a question...
Hardcoded it seems, when dual-wielding, whips -must- be held in the offhand, I was told it's an issue that has something to do with animations, which means that you actually get the same thing when using flails. It does not say it's offhand only, however, having tried it out multiple times it appears to be and I could find no means to fix that yet.

Thanks for the information. So, it is not possible to make an offhand only weapon then? I have a weapon concept, however it needs to be off hand only to avoid exploits. If scripting could be avoided, it would be best. It's more a nice concept rather than something that needs to be scripted and checked for where there is little gain for the few that would likely use such a weapon.
You can't script something like that to my knowledge.

Alright then..phase two, brain storming....
The idea is simple, for two weapon fighters when the going gets tough...the smart grab a shield. I thought perhaps a compromise would be nice. Simulate two weapon defense via an item.
Exploits:
If it isn't off hand only -someone- will be apt to use two, should be ok though if they are all like AC and dont stack.
A mage could use one to gain an easy AC boost even though he seldom/ never fights. Possible fix is make it something requiring a feat; for instance, a short sword as a base. This would require at least some martial training to use.
Rogues could benefit from this the most. Rogues can have a pretty good AC as it is. Of course if there is a cost to using this featwise I don't have to big a problem with them using it. Here though, they may gain a shield like item without any real cost to it.
It is mainly meant for fighting types, but theoretically ought to be available for anyone. In PnP the AC bonus is +1 or +2, which is not quite as good as a tower shield so most may not be interested in it anyway. The cost is also a penalty to attack.
Here's the rundown (PnP that is):
Benefit When wielding a double weapon or two weapons (not including natural weapons or unarmed strikes), you gain a +1 shield bonus to your AC. See the Two-Weapon Fighting special attack.
When you are fighting defensively or using the total defense action, this shield bonus increases to +2.
Fighting Defensively as a Standard Action You can choose to fight defensively when attacking. If you do so, you take a -4 penalty on all attacks in a round to gain a +2 dodge bonus to AC for the same round. See also: Fighting Defensively as a Full-Round Action.
Total Defense You can defend yourself as a standard action. You get a +4 dodge bonus to your AC for 1 round. Your AC improves at the start of this action. You can’t combine total defense with fighting defensively or with the benefit of the Combat Expertise feat (since both of those require you to declare an attack or full attack). You can’t make attacks of opportunity while using total defense.
So, my thoughts were; Use a base weapon that is useable by martial classes. Others who wish the benefit would need a feat to use it (proficiency: martial weapons). I have kicked around the +2 AC number balanced by an attack penalty ( -4 being the PnP number).
