I'm not sure what you're talking about. The Shelter is in the old Chapterhouse. Atene has asked to use and eventually convert Frederick Hall. She has been granted permission to use what was already free and publically available. This has nothing to do with the Shelter, and any claims over the Chapterhouse by Miss Atene are invalid.

When we spoke, councilor - She specifically stated it was the old chapterhouse she seeks, and that she sought it because crowshire said the shelter was abandoned and was 'up for grabs'.

I've no issues with her aquiring frederick hall. Confirm this, if you would. This situation is becoming quite the bother.

She isn't aquiring Frederick Hall, she's merely being informed that the public hall is and always has been available for use, and that if she can expand the uses with this small space, we will consider granting her additional privilages. She hasn't been given anything she didn't already have. As for the Shelter, I haven't heard a word about it. And if I haven't heard about it, then she doesn't have any rights to claim it. Whatever she says she has rights to, she doesn't actually have. Yet, at any rate.
