[Letter to the Council]

Honorable Members of the Council.

I hereby submit our application for acquisition of the Old Chapterhouse/Sanctuary Shelter building after conversation with Councilor Crowshire.

Brief Overview

It is our intention to establish a Shrine to the Lady Luck so She can better watch over the City. This Shrine would cater to the needs of a highly mobile, relatively wealthy, and intrinsically powerful group who live by their wits and by their luck: adventurers, a social group that Sanctuary is highly depended on, not only for their generated wealth, but for commercial ventures, and arms in times of need.

Details

The Shrine would see to the need of the clergy of the Lady Luck and those in Her favor, such as the booming Hafling community, and would be a place for people to pray and for social interaction, games to better strengthen the adventure community. The Hall would also generate a source of information on the state of affairs in Sanctuary and the Underdark, as adventurers would share their tales of fortune. Information and knowledge is an important tool to a city in our circumstances, and it might prove a valuable source to those factions that rely on such. It would also fund and support adventurous expeditions, the outcome of such ventures and donations would be the primary source of funding. Money will also be generated from clerical services and by renting out accommodations.

It is our intentions that the Hall would draw the would-be mercenaries off the street and seek employment and commerce in the Hall, rather than idling by the Town Hall, obstructing traffic.

It would be a place for people to see what Fortune waits if they dare follow their dreams and place their fate in the Lady’s Hands.

It is my hopes that, even our desired building is unattainable, another vacancy might be found for our project. The terms and proposition I present here are of course, negotiable, and it is our hopes that some sort of mutual agreement may be reached.

The Council will discuss this idea and give their reply after deliberation.

As a side note, I would suggest you take efforts to motivate adventuring ware merchants and adventurers themselves to use the main hall for the time being. If this motivation is succesful, I see very little reason why the Council will not pass something like an Adventurers' Hall right along.

Lastly, it is unprecedented for the city to fund a religious institution. I cannot say for sure that that aspect of your concept will be denied, but be prepared to alter your plan in regards to the religious aspect, at least.

Forgive me if this matter was unclear: I do not seek funding for this project. Montery matters were simply raised as I felt the need to assure the Council that I had plans for as to how payment for the rent would be made.

If I have the Council's permission, I will motivate people to make use of the building and make it more habitable.

My apologies for the assumption. It's quite rare that such proposals come without some desire for city funds. Again, feel free to use the public main hall and after a trial period I will work with you to ensure more space as needed.

At Councilor Dentra's urging we have already put the Chapterhouse to use, but we have yet to recieve any other information as to how we can influence the voting process for our project. We have also not recived an estimate value of the building, or been told how much he average rent would be.

I must admit my own embarassment, as I'm afraid I mistook your first letter by misreading "Chapterhouse" for "Frederick Hall". I apologize for this mistake, but it has been made. That being said, another group, an already active group of men who have earned the building through over two years of active service to the city at that, has exposed their interest in acquiring the building and I find it very unlikely that they will be turned away with such a history.

That being said, all that I said before remains true. Frederick Hall is an unused asset of the city that I would like to see renewed with some sort of positive activity. Additionally, and I say this not to chastise, but to assist, if there has been activity from your organization that has utilized public property, I have not heard anything about it nor seen any signs in regards to your activities. Make yourself more visible to the public and promote your events. By doing this, it ensures that the Council will well know your intentions and capabilities, and thus will be able to bypass arguing over your effective use of public property. Anytime we can skip lengthy discussions will quicken the pace of passing votes by at least a week, hence I place such a heavy emphasis on this.

This letter is disheartening. The property of our interest was clearly stated several times, and Councilor Crowshire assured me that the building was vacant. I cannot believe such miss-communication is allowed, not only between the Councilors but also between the Councilors and citizens.

I have already urged many people to make use of the Chapterhouse and discussed in ways they could contribute to the plans we had. I have not seen or heard any of this other organization you write of, despite their ‘two years of hard contribution to the city’, and I cannot understand why their claim is stronger than ours, as the building still lies in ruins.

Perhaps the prospect of cash will sharpen your interest, as we are quite willing to buy the property off the city’s hands.

Lack of communication amongst the Council is more than disheartening. I deal with it every day, and Councilor Crowshire is particularly bothersome when it comes to keeping his colleagues informed as to his actions.

Yes, you did make it clear, hence such an apology was necessary. Regardless, nothing you proposed cannot be shifted to Frederick Hall. For all intents and purposes, it's a better establishment for what you seek. The Chapterhouse is a building designed to support a small, armed group of people that acted out of the city, much like the Associates program has and does. Frederick Hall was meant to temporarily give service to men and women before they returned back into the Underdark to search for the Surface, perform recon duties, combat small external threats, etc.. The model you suggested for this Adventurers' Hall would be much more aligned to the latter structures original purpose than to the prior.

That "other organization" you speak so disdainfully of is the Spellguard Associates prgram. The program that defeated the Unseelie threat. The program that is the sword and shield of the Spellguard Order. A program that has, over the course of those two years, asked absolutely nothing of the Council and has remained largely self-funded. I am somewhat disheartened by your lack of acknowledgement, as I had already been informed by Associate Ironsurd that you knew that they wished to claim the building as well. Please, don't deliberately frustrate me in the future by claiming false ignorance. Believe it or not, I am trying to help you here.

If you wish to purchase a building, then everything we have talked about is quite useless, as a deed to a building can be granted by the city clerks and you can bypass the Council entirely.

Thus, you have three options. First, you may try to convince the Council that you deserve the building over the Associates program. Second, you may transfer your work into Frederick Hall. Or third, you can pursue purchasing property of your own and do what you wish with it, bypassing the Council entirely. I hope to hear your answer soon.
