Council - Mithrilsoul Proposal to Augment Watch

Councilors,

As previously stated, Councilor Cheval and myself had successfully concluded negotiations to hire Clan Mithrilsoul as a mercenary unit to supplement the good folk of the Watch in patrolling the Canal Ward.

The negotiated conditions were for 5000 coin paid each term. The Mithrilsouls will provide additional security in the form of military support in case of an attack on the canal gate or any other location around the Canal Ward. They will also be authorized to detain and/or forcibly restrain individuals observed performing illegal acts within the area.

This initiative is becoming more and more urgent as the doings of the tyrant Montezzi have begun to spill over from the cesspool that is Lower. The Watch has the dual task of guarding the ward from enemies without, while enemies from within are a threat to drive cold steel into their back on any given shift.

Of course, we would be happy to meet with any of you to resume this process. The elders of the clan are Hammer of Moradin Adamantis Firebeard, Clan Champion Goigan Stenk, and myself.

This deal has never crossed the Council's gaze. If Cheval insinuated that the city would pay such a sum for irregulars, or that he could individually bestow enforcer authorities to citizens, then he was bat-shit crazy and it explains a great deal about why his life ended so tragically, gods rest his soul.

That being said, we're still discussing the possible uses of your clan. A deputization contract is possible, although a monthly fee and arresting powers being granted are highly unlikely outcomes. What is more probable would be a contract to outline a simple means to rapidly deputize and mobilize a dwarven brigade and receive payment based on the events requiring the deputization as well as some additional authority being granted, albeit temporarily.

Again, I do hope that you urge your kinsmen to join the existing service orders. As I mentioned before, the dwarven people do not have a particularly impressive service record with the city. Changing this will make your chances to receive special grants much more likely.

Councilor Dentra,

I am disappointed that there is so little consistency between two members of the same Council in this matter. In a dwarven clan, the word of one Elder is honored and supported by all. Yet I understand this difference as the position of councilor is usually a fleeting one, which prevents its members from working effectively with one another.

You clearly did not read my letter thoroughly. At no time did I state that we would have arresting powers. As any individual or unit can be deputized at any time by the Watch or the Spellguard, it seems there is no further incentive for our clan to seek a formal working agreement with the Council or the Watch.

I will say that we resent your implications that the acts of one rogue kinsman of ours reflect poorly upon our entire race. Numerous examples of high dwarven character can be found in the history of Sanctuary's various organizations.

Gloinar Runehammer was a valued member of both the Spellguard Associates and the Watch before being elected to Council. Hammer Akevitt Anvilsmasher, third Thane of Clan Stoutheart served Sanctuary as Councilor as well. Ronus Graiden, and current Councilor Goldbrick both served as Councilors. Sonnlinor Lemli Cawdor was a notable member of the Society of the Ordered Mind. Others have served with valor in the Watch. All did so with honor, and their deeds reflect far more on our people than one sabrakjargh that the Watch was foolish enough to entrust with any type of responsibility.

Councilor, I allowed your slight upon the honor of all dwarven people in Sanctuary to slide in your previous missive, but I could not do so twice. Discussions in our clan are ongoing concerning our members serving in various organizations, but to think that we would do so to remove some imagined stain upon the honor of our race is ridiculous.

If anything, the reputation of your Watch was tarnished far more than that of Clan Mithrilsoul. I trust you will remove any implication otherwise in future correspondence.

This is the first I heard of such deal, but it is consistent of his desire to have a private army. I am not too pleased that I was kept in the dark about this, as I thought the clan would have informed me of such developments. While I might still agree to this, as part of the plan to improve the Canal ward, the secrecy of the planning does give me a moment of pause. Also it is worth mentioning that all the members of the council might not be sympathize to the cause, as I understand such members like Nina or Goldbrick are not in too friendly terms with the clan.

This would be something worth of meeting over with, rather than pondering over letters, surely?

Indeed, the Council is plagued with lack of communication and the problems it incurs. Here, we are in utmost agreeance.

Secondly, you said that your men would be able to detain a perpetrator. I incorrectly assumed that "detained" meant keeping the criminal either in chains or arrested, both of which are illegal for regular citizens to do. It's a miscommunication due to questionable phrasing, and in the context of the scope of Cheval's deal, it was the obvious conclusion since you aim to become a mercenary corp under the hire of the city like the Tigereyes.

Thirdly, while that moronic Sten was certainly an individual and isolated incident, I was not specifically referring to him. What I am referring to is that number of your people who have decided to work with the city proper, instead of separating and forming your own unit. You have named only two Watchman (which, as a note, I apologize for not realizing that Graiden and Runehammer were part of your clan) and no Agents (again, I'll grant you that Sten doesn't count). We're in this together, as I've said before. Thus, I was merely suggesting that you address the lack of participation in the very service that you wish to aid for the sake of your argument to gain a contract. My references to your race was my idea, and perhaps it is incorrect, that your people were avid defenders of law and order-- yet they have largely lacked the initiative as individuals to join forces with our city's defenders. I am merely speaking statistical facts, Faenor. You seem to be upset with the truth. Be angry with me, fine, but in the mean time, keep those discussions going so that we can boost the Watch numbers without resorting to contracts and negotiating.

Lastly, your comparison of your clan to the Watch puzzles me, mostly because of my ignorance of your accomplishments. If you would so kindly send me a tome about your clan's history, or direct me to a title in the Library, I would be grateful.

Cheval had informed me that any contract would be subject to approval from the Council. He then was slain the next day, so I promptly sent a letter informing the entire council of this.

I have kept you abreast of our efforts to promote trade with our kin across the lake, have I not? We have already demonstrated our ability to cultivate trade with our kin of the Holdfast. Yet this is now jeopoardized as the murderers of Montezzi have openly attacked us in the Canal Ward. Our merchant Krovus lies slain in our Hall, and the tyrant Montezzi now calls me to his throne to beg for some imagined slight.

They now draw steel on Sanctuary ground, and assassinate citizens of Sanctuary without fear of response from the Watch, Spellguard or Council. What exactly is the Watch and Spellguard given funding for if not to protect its citizens?

Clan Mithrilsoul will not tolerate this threat, and will fight to the last beard against the scum of your society before we bow down to it.

Take out your trash Councilor. Or Clan Mithrilsoul will and perhaps decide that Sanctuary is an unworthy settlement for the children of Moradin.

I would be happy to send you a list of our accomplishments, as soon as I have completed the task of either bringing back our merchant Krovus from the dead, or chanting his death hymns to send him to Moradin's Hall.

It seems that the Montezzis have had him assassinated in the Canal Ward. You think to lecture us about duty? Dwarven kingdoms have taught generation after generation of its young about honor, while your ancestors were still grunting and struggling with the concept of fire. Dwarven blood has been spilled, and as your grumbling and lazy men of the watch are unable to protect it citizens, then we will relieve them of this annoying "duty".

You will be pleased to hear, I am sure, that this will not drain your precious coffers of a single gold coin.

As to the accomplishments of our recently formed Clan, I will be sure to send you a file detailing our struggles to promote trade with a partner other than duergar, kobolds and a dragon. This will arrive immediately after you send me a file detailing your success in dealing with the Montezzis who have been murdering the citizens of Sanctuary for several tendays now.

That is, if I am not assassinated by the Montezzis first.

I am not the correct outlet for your anger over your man's death, nor am I in any more of a position to seek justice than you, only to deliver it. Seek out a Watchman, file a report on the murder, and then provide as much proof as possible if you wish results. I am not an investigator, nor am I going to lead this city to war based on your letter telling me that "he killed him" and with no further evidence.

If you want to deal with Montezzi yourself, you are entirely at liberty to do so. They are not citizens, nor is Lower Sanctuary part of the city. Do whatever you like.

And I'm not lecturing you, so stop making a twit of yourself. I'm giving you facts and a means to improve your chances of getting what you want, and you return with this sort of tone? Ludicrous. If this keeps up, you'll be getting no more suggestions or aid from me.
