Good folk,

Where and to whom must one pay your fee to vend goods?

What constitutes public property? Is the Last Stand considered private property? What of the stand near Norma's stall?

Do we have to pay this tariff, and 10 coin each time we rent the stall? This seems excessive, and I predict it will stifle trade rather than line your pockets.

Does this tariff also apply to the sale of wands and potions as well?

This law has been poorly broadcast, and exceedingly vague in the opinion of Clan Mithrilsoul. I trust that you will answer my questions promptly, and do your best to clarify this ill-begotten tax to the other citizens.

The Last Stand is privately owned by Gerome Portnom. The market stall is privately owned by members of the Sanctuary Trade Guild. Neither location constitutes public property, which is all property in Sanctuary not owned by private citizens (and then, by default, belongs to the city and thus the public).

All transaction of goods fall under the licensing law.

Please forward this information to the Order of the Spellguard, so that their Agents may have better things to do then to harass law-abiding citizens due to their own ignorance of the law.
