They can be purchased already, but why not be able to brew them too. I suggest that if you are a brewer and cast Protection from Good on a bottle that already has Protection from Evil in it, then it makes a Protection from Neutral potion (and the other way around too). This way it also reflects the innate higher cost of these potions since you need to do both brewing processes.
