Would Priests of Brandobaris try and preach it to elves?

In other words, wuold racial pantheons work outside racial spheres

In some cases, I believe it could be possible. But would be amazingly rare, even in the cases where it might be a possibility.

Gruumsh isn't going to provide spells to anyone but people with Orc-blood.

So you are saying the elf gods are for elves, and orc gods are for orcs, and they will never try and step over the threshold?

What deities such as Malar, he once convinced an entire tribe of Halflings to worship him.

So human gods don't feel this restriction?

The 'Human' gods aren't necessarily for Humans specifically, they are the pantheon for Faerun, the landmass. Elven Gods have accepted non-Elves before, but I think a degree of elven blood is required- However small.

Orcish gods accepted non-Orcs doesn't make much sense at all, really. Orcs don't generally live alongside other races in cohesion. And those races that do live with them occaisionally have their own deities/pantheons to appease.

What am I saying is, Would a HALFLING PRIEST OF A HALFLING GOD (Or something similar) try and get worship from other races other than a the halfling race.

Orcish priests of Gruumsh would try to get humans to become slaves, sacrifices, or servants of those with orcish blood. Or, they might seek the humans to say the name of Gruumsh out of fear.

A halfling priest of Brandobaris might try to get humans to further the dogma of Brandobaris in some way (being curious, adventurous, plucky, etc.). Maybe even directly seeking conversion in rare situations.

I think the message is that although it'd be rare for a priest of a particular race to seek for others of other races to join the Church, they'd still try to further the dogma of the deity in question in some way with these other races. A cleric's relationship with anyone or anything will be impacted by their faith in some way, generally.
