Dear Watchman,
I recently received a note from a crazed gnome, claiming you agreed that something he said was a large threat. Unfortunately he refuses to tell me what that threat is, unless I meet with him in person. Would you kindly inform me as to whether this is the gnome's fancy, or a tangible threat, and perhaps elaborate upon its nature.

If this is the gnome I believe it is, then I fear you will not be able to find him. Rimferrin was recently assassinated much in the same ways as late Councilor Dederich, in the Last Stand. The issue he would have spoken with you about, is regarding alchemist reagents being carried in Sanctuary. He had experienced the destruction a single mistake with the volatile reagent Evoker's Clubmoss which ended an inexperienced alchemist or adventurer's life quite dramatically. Carrying enough of these, and it could easily cause harm to our buildings and citizens alike. Other reagents seemed to act much like poison when consumed, so I believe those should be under our poison law already.
The real issue with these reagents are that most of us have no idea what they do, what they are called and how they look like. If these reagents are to be prohibited from being carried, which Rimferrin meant some of them should be, more knowledge regarding them and their uses should be had. It is a threat we face, having unknown citizens and adventurers wandering around the settlement carrying these, but it is at this point hard to define this threat into a law against it, which was the main issue I believe Rimferrin wished to speak to you about.
Should this be another gnome, I'd very much like to hear the name. As a Watchman, I try to speak with as many citizens as possible, and I may have confused this with someone else.
