To the Council, Re: Montezzis

Dear Honoured Councilors of Sanctuary,

I write to you to let my feelings regarding the Montezzis' actions in Lower Sanctuary be known.

Firstly, I would tell you that I care little--if at all--for Lower Sanctuary. It is an ugly, grotesque place where the corrupt, the cruel, and the power hungry go to freely and openly try to act out their horrible, disgusting desires without restraint or mercy. Though there are some aspects and niches of goodness and decency in Lower--one of which no longer exists as of a few hours ago--I believe these are all over-shadowed by the greater congregation of plainly evil and apathetic majority.

With the above in mind, I believe that the Montezzis are indeed a threat to Sanctuary. They have subjugated Lower Sanctuary through violence, fear, and intimidation. They have done so successfully, eliminating any voice that opposes them--only leaving alone those who would pay them lip service. Why would they not continue to do so to fulfill their greedy, seemingly endless ambitions?

Once they have conquered every meter of land down those long stairs, once they have press-ganged every able bodied man and woman into their forces, once they have picked up every single pointy rock, fashioned these onto the end of a stick and forced these into the hands of people forced to fight on pain of death, what would stop them from looking up the stairs? Or across the border into the Canal Ward?

Give a gang of vicious, violent thugs the resources and powers of an empire and they will still be vicious and violent.

The Montezzis have founded a kingdom in Lower Sanctuary: a kingdom based on merciless conquest and remorseless murder. They have found such a kingdom physically within the greater city of Sanctuary.

They will soon run out of empty, unclaimed space and I doubt they will be satisfied with merely filling in the space not patrolled by our Watchmen or protected by Spellguard animatrons.

Thus, I believe Sanctuary should and must do something about the Montezzis. And not out of obligations of morality and principle--though good reasons that they are--but out of its self-interest and defense against a monstrosity that shows no sign of becoming content with the killings it has gluttoned upon.

I beseech the Council to act in any and every way possible to stop this growing menace because they begin marching up the stairs or into the Canal Ward.
