I have my own opinions on the matter, but would like to know what you think should be done about these murdering tyrants-to-be in Lower Sanctuary.

Should we assemble a mob and kill them before they get too powerful?

Should we simply ignore them and clip the stairway down?

Should we just ignore them and seal the gates to the in-between for good and erect new gates in the Canal?

Your opinion is important to me. If you are not comfortable penning the words on zhurkpaper, then we will conference in person.

I am interested in seeing how the Montezzi rule of Lower progresses. At this point it is obvious they do not have the power to pose a significant threat to Upper or the Canal Ward. However, careful monitoring is required. Intervention may become necessary before much time transpires. No threat to Upper can be allowed to come into full maturity, obviously, but this case gives us a unique opportunity to observe the development of a potentially hazardous power, possibly providing insight for future threats. This is not the Order's official opinion, merely my own thoughts on the matter.

I will bring up this matter with my fellows at the Watch house and you'll likely get a second letter when we've put our heads together. What I think of it though, is that the mess in Lower is Lower's own business. As long as these tyrants stay away from harming our citizens, I see little reason for interfering. Regarding the stairway, people walk up and down it all the time. It makes little sense to block that entrance, and it has been brought up before without anything being done with it. If they attack us at that location, or any other for that matter, we will most likely then be drawn into this conflict.
