Letter to the council [pc] and azzam [dm]

Esteemed councilors and sheriff,

It has come to my attention as a concerned citizen that a duergar has made his way to this city from mur and now resides here. I wonder why he has not yet been escorted by the watch to the gates and removed for the betterment of your society? This is not a personal prejudice, but rather words from a citizen that has seen, and heard the hardships the duergar have placed upon the city in the past. Here are a few examples as a reminder.

1.) Was it not the duergar that attacked our watchmen at the gates but 6 months ago and stole spellguard animatrons out of force?

2.) Was it not duergar in the past that have secretly had slaving operations in your fair city and was discovered by the council and said duergar executed? Moreso the one councilor fizzwiggle had on trial and the one just recently that threw himself over the upper cliff while being transported to the execution cage.

3.) Was it not the duergar that stole the city gold and funds from their bank and ran like cowards leaving this city with such a heavy burden economicly?

4.) Is it not common knowledge that the duergar continually place bounties upon our watchmen,spellguard,sheriff,councilors, and others to see them killed by assassins?

5.) Does not mur continue to harbor criminals, brigands, and other common thugs from the arms of justice in the watch?

6.) Is it not a fact that mur has various sporting events involving slaves of all races that are forced to fight to the death for the amusment of themselves, drow, and other slaving races around the darklake?

7.) Was it not the duergar that pulled up stakes from the nearby mines and allowed the lizardman invasion to happen without warning or personal aid offered from them?

I am sure there are more numerous examples found in this cities history of more notorious acts by these foul beings. Honestly i donot know why they are not placed upon the banned races act of the city and discouraged from bringing their corrupt acts and beliefs here to a city of free people. And please donot tell me "well gee wiz not all of them are bad" that would be like me saying "well gee wiz not all lemons are sour".

The Mithrilsoul Clan seeks a audiance with you esteemed councilors and sheriff ,with the intent to offer HONORABLE aid to the canal ward. We are open to discuss any ideas and look forward to your response.

P.S. Donot wait to ban these creatures before it is to late and we are all once again bound into the chains of slavers.

I find your points interesting, and will bring them before the council. But first, let me set the record straight as you may be somewhat confused about what the duergar's presence in the city means.

Duergar are not openly invited into the city. They are "tolerated", and are not listed under the "Enemies of Sanctuary". Thus, their protection has limits. I am NOT insinuating that you should openly attack the duergar without repercussions, as this would still remain an illegal act as far as I understand it. These minimized legal sanctions are the terms of his presence, which he has been made aware of. Lastly, the Sanctuary Council has recently denied him citizenship just yesterday. Do understand that we know what is going on in our city and are taking action based upon them.

Your points about Mur are in particularly important, but it does make a case against your point. If we should oust this duergar from the city for little to no reason other than the knowledge that he has a greater chance of negatively effecting the city than a typical dwarf, we will not be able to pursure more neutral terms with the fort that has sent him here. We may be able to obtain some sort of neutrality with the duergar of Mur. Ousting him would have a distinctly negative effect on our diplomatic efforts to keep the city safe.

I hope that my words help to give you some temporary rest on the matter. If you wish, I will send you any further response from the Council as soon as it has been discussed.

Perhaps you could clarify this matter somewhat clearer for me. From what i gather this city trades with mur openly and this neutral ground you speak of sounds if mur is to benefit. Is it not capital crime under city law to aid or have direct involvment with slaving races?.

After giving the books a second look-over, I was unable to find any such law. The closest that could be found was the law against slavery, which merits capital punishment. Note that if the duergar is slaving out of Lower, Sanctuary Proper has no legal authority to have him tried or arrested. Of course, we'll likely do it out of a matter of principle, but this is the strict seperation of law and a point about the importance of jurisdiction.
