Dear, Montezzi

I have heard of your conquest of lower. I am impressed at the speed of your militant force. However that is not why I write to you. I would just like to clear something up with you.

Is the beacon still neutral territory?

If it is, then a simple yes is all that is needed. If not I would advise you return it to remain neutral territory. Through out all of the troubles in lower the beacon has been one of the few homes of order and peace. I think you can understand the peace and security the beacon offers to those who do not wish to die at the end of a thug’s blade or a watchman's baton.

Please respond when possible to the Last Stand.

The edge of my domain is its front door. At this time, I accept the rule of those who govern within. I welome it as a place of charity for the peasants to be fed and sheltered. Should the Beacon become a place that harbors seditionists who seek to murder my men, then I am afraid it would be necessary to revise this decision.

Do not oppose us, and the Beacon shall endure.
