*Message hastily written on the back of a notice with some crude writing implement. It was left for Salman Faraday at the Beacon.*
The front of the notice reads:
Patriots,
I know I am not the only man in the city who has been abused by this brutish watchman. I'm compiling a list of complaints against him to have prepared when I meet with the Sheriff. Feel free to send any other -specific- grievances you've had with anyone else in law enforcement to me at the Beacon. There are good men and women in the higher ranks of our defenders that will see the offending officers punished for their acts, but they must be made aware of in a calm rational manner.

And on the back is scratched with what appears to be a burnt stick(?) the following:
Greetings Sir and Salutations.
Your notice could have come at no better time as I am presently searching for some means to extract retribution from one Dwarf Watchman Koinus Stern. I was lucky enough to be handed a copy of your notice by a young guard posted near my cell from where I am writing this. He is obviously taking a risk himself as he handed me this notice and a bit of charcoal with which to write without speaking a single word. I will leave this notice where he can retrieve it and hopefully it will find its way to you.
Here is my tale – true in every word.
I entered “Sanctuary” within the last 24 hours (I believe as I’m still uncertain of how to register time in this constantly dark environ); however, in that brief amount of time, I’ve had two separate encounters with the said Watchman Stern.
First, within one hour of my arrival to this city, said Stern approached me in the market area, where I was attempting to purchase some much needed equipment. He stated “Halt! You are under arrest!”
Looking about and seeing no others I asked if he was talking to me. He replied that he was and demanded that I take off my helm. I asked who he was and why I was being arrested, to which he showed me his badge and replied that he was a member of the watch and again asked me to remove my helm.
I asked if wearing a helm was illegal and he told me it was not.
As I was shopping, I explained that I preferred to wear my helm as it was easier to carry that way. At this point he stated I was under arrest again. I asked how he intended to arrest me and he showed me a wand. I then asked him to remove his helmet first, which he did, so I removed mine as well.
At this point, he simply stated “Now that wasn’t so difficult was it.” and left – apparently forgetting that he had arrested me just moments before and leaving me in a state of utter bewilderment.
Following all this, I set about exploring the city and running such errands as others requested of me – anything to get a bit of coin to purchase a longbow that I had seen earlier. Now I was standing outside the Inn in Upper Sanctuary (haven’t been here long enough to recall the name); trying to commune with my god, Aerdire Faenya, whose divine blessings I had not experienced since my harrowing encounter with the slavers in my village back on the surface many days ago.
When who should approach, but Watchman Stern! Again he stated I was under arrest. I asked what for this time and he stated because I had used magic. I explained that I had done no such things as I had been denied any powers from my deity. He paid no attention to this and asked if I was resisting his attempt to arrest me. I told him that I had done nothing wrong and would not submit to his arrest. At this point, he beat to within inches of death. I was unarmed and made no effort to counter his blows.
I must have been unconscious because the next I knew I was in a cell. Said Sten arrived and again we argued about the nature of my arrest. He demanded 100 gold as a fine and then demanded to search me. He searched me 3 times and beat me on two more occasions. I asked to see someone in charge and was taken to another cell in some sort of a mine (where I am presently located). He directed me to gather ore from a large pile of rocks before me, to which I have resisted as I’ve done nothing wrong. Several times I’ve requested to see either a Captain of the Watch or his superior – he simply sneers and swears at me – going so far at one point to say that his superiors were “all lackeys”.
Now, I sit here, beaten and bruised and unable to sleep as I have no bedroll. I will be happy to testify in any proceedings brought against this man as it is my strongest opinion that people of his character should not be serving as members of the watch and certainly not be endowed with the authority to make arrests.
