Letter to Private Rayas
Private Rayas, we received the letters with the documents you sent us. In order to forbid any further problems with the Mercenaries until we decide what should be done about it, if you (Watch) must to carry on your duties in another jurisdiction request a quick authorization from any councilor.
That would not only make you a legal responsible of the case, empowering you to fulfill your duties doesn’t matter the jurisdiction but also providing you the right to assign others (officers or not) to cooperate in your mission.
I also remind you that such authorization should only be requested if every other cooperation request failed or under extremely urgency.
This is far from ideal, but at least it won’t limit your actions allowing criminals to take advantage of this constant force conflict. I also should remind you that, in order to make a fair decision about the case that you and the others presented us, we must not only verify all the information but also allow the Mercenaries a chance to present their defense, therefore it can take a while.
We appreciate your and the others concern and actions regarding this case. Hopefully we can find the best diplomatic solution to solve these problems.
Sincerely,
Councilor Lancaster.
