Here are my responses, as you requested.

1. Should duergar, kobolds, orcs and goblins be allowed into any part of Sanctuary? Would you support the right of citizens attack and kill them on sight?

Of those on the list, only [u[Especially kobolds should be killed on sight. Goblins are little better. I do not beleive Half-Orcs should be attacked or killed on sight, as they can often be somewhat civiilised. Duergar can occasionally come as merchants, though while here, I would insist they be observed by the watch and/or spellguard, and be searched for any onctraband upon arrival/exit of our city.

2. Will you continue to allow kobolds of the Shadow Tribe to occupy one of the finest pieces of real estate in Old Sanctuary? Will you subscribe to the argument that we need their dragon they worship as a god to protect us, as well as continue to purchase ore from them for our economy?

I most certainly will not. The kobolds have no place in our city, and if they -must- dwelll here for that alliance to exist, then they will certainly not be living in that fine estate!

3. Should the style of execution in Capital Convictions be at the whim of the Councilor, giving them the right to declare by what means the condemned shall die?

I beleive that the siuation may call for it, when a person has severely hurt someone, that the victim themselves should choose their justice, to an extent. Not including tortute, but as long as this justice is quick and humane, I would prefer this, as the Victim would have a sense of closure.

If the victim is not able to decide this, I beleive executions should not be slow and painful as stoning, but as quick and merciful as possible.

4. Should Sanctuary try to remain unnoticed by our dangerous neighbors for the safety of the majority, or actively seek to thwart the cruel practices of slavery and worse?

I beleive that we should balance both. We should not outwardly act in a manner that would endanger the town, but raids by unniformed individuals, untracable back to sanctuary, would be ffully supported by me, and I would even fund these raids, if the council would not approve, I would contribute a portion of my own wealth to see slaves freed.

5. Will Lower continue to be a lawless place where the strong may do as they wish to the weak, or should Sanctuary proper send in the Watch or mercenaries to enforce their law to protect the weak at the risk of violence and bloodshed once more?

For the moment I feel there are not enough watchmen to do so without spreading htem too thin and endangering the rest of the city. I would advise an alternate approach. I would fund several struggling merchants in lower, allowing them to build an economy of their own, and eliminate the poverty. They will not accept the aid of upper. Everything I have read about hteir past just sates this over and over. We must subtely give them the means to help themselves.
