It would be really nice to broaden the range of heads we can use for our characters.

The flip side of the coin being that you'd have to tell everyone to download a custom heads pack to play, which I wouldn't mind doing personally, but I think from an administrative point of view, it's not very appealing.

At this point, there are no plans to use an existing hakpak or develop one for the server. Therefore, only the original head models will be available.

Additionally, I wouldnt recommend the use of head overrides either, as for those without the override, they will see a character with no head which spoils the immersion greatly.
