Minor Crime- Selling wares on public property without a license (Including, but not limited to the streets)

License to sell wares on public property 300 gold, valid for one Council term's time.

Notification for the new laws. I believe they will come into effect as soon as the new Council term starts. Please bear in mind that renting city recognised stalls is completely legal.
