1) Should duergar, kobolds, orcs and goblins be allowed into any part of Sanctuary? Would you support the right of citizens attack and kill them on sight?
Kobolds, Orcs and Goblins are all creatures that already have no place in our walls, and all citizens are encouraged to do their part to ensure it remains that way. As for Duergar, the curious trouble here is that we are forced to trade with them at present in order to sustain our people. I will not at this juncture encourage the removal of Duergar from our City as an open policy, as we saw the foolishness that ensued when that was done several months ago. We lost significant revenue, and many people went hungry as a direct result of that legislation.So, in terms of Duergar I am forced to state that at this time, I do not support the complete alienation of them from our society, however I do wish there to be a clear distinction of them as requiring "Guest" status to operate in our town in any legal manner, and for them to remain to their own place as often as possible. I shall also pursue other trade partners, so that we may once and for all rid ourselves of them.
2) Will you continue to allow kobolds of the Shadow Tribe to occupy one of the finest pieces of real estate in Old Sanctuary? Will you subscribe to the argument that we need their dragon they worship as a god to protect us, as well as continue to purchase ore from them for our economy?
Here, we face a similar problem as we did with the Duergar. At the moment, they are an important percentage of our trade. Other attempts at trade partners will be made, to remove our dependence upon a band of kobolds.
3) Should the style of execution in Capital Convictions be at the whim of the Councilor, giving them the right to declare by what means the condemned shall die?
Strictly speaking, yes. Councilors need the right to alter capital sentences, so as to fit the case, should something special be required. However, I believe that in all cases in which a stoning does not present a serious risk to the people in some way, or is in fact an entirely inappropriate death, I feel that stonings should be used as often as possible.
4) Should Sanctuary try to remain unnoticed by our dangerous neighbors for the safety of the majority, or actively seek to thwart the cruel practices of slavery and worse?
Sanctuary has, and will likely always be, outnumbered and outpowered by outside forces. We must ensure that our defenses are our greatest asset, and to that end I believe that we must think first and foremost of our people, our gates, and our City. That said, it is important that we continue to bolster our numbers, and free our brothers and sisters still in chains. We must strike when possible, and defend always.5) Will Lower continue to be a lawless place where the strong may do as they wish to the weak, or should Sanctuary proper send in the Watch or mercenaries to enforce their law to protect the weak at the risk of violence and bloodshed once more?
In short, NO. In long, I fully intend to see that Lower becomes a regular place for Watchmen to patrol. I do not believe it is necessary that we station men there, as it would be a risk to all, however the Watch need to once again walk their beats in the Lower Quarters, to ensure that the people there are protected, and cared for. Sometimes, we must help those who suffer, whether they accept aid or not. All resistence will be met with as gentle a touch as possible, ensuring that attacks against us are quelled, with as little injury to resisting parties as possible.~Nicolae Lecuyer
