Patriots,

You are some of the most noble hearted persons our city has to offer. You put your lives on the line consistently in defense of our freedoms. You do it because it is the duty of the strong to protect the weak. You've never asked for thanks of any kind, but I will give them to you now and continue to do so until the whole of the city knows your worth. As councilor, my door will always be open for you good dwarves. As part of my policies, I am hoping to issue major cut backs in watch and spellguard funding. Militia groups, such as your own are going to have to step up to ensure our safety. In the Canal Ward, where you are stationed, it is my hope that you are willing to take up further responsibilities to keep our city safe from attacks from abroad and from within. Together we will build a better world.

Humanoid Rights:

Opinion - You can not be prosecuted for what you believe, you can only be prosecuted for actual crimes. You can not be arrested for stating your beliefs. What you believe can not influence the ruling of a judge. A ruling can only be based on evidence.

Privacy - You can not be searched without probable cause. You have the right to refuse entrance onto your property. Your home is considered Sanctuary. If faced with interrogation from the law, be it in the courtroom or jail cell, you are free to choose silence over any explanation. A judge may not rule based on his opinion of your silence. A ruling can only be based on evidence.

Information - You have the right to see what your government is doing. You can request information from any government organization and, if it exists, they must reveal it to you. Exceptions are only made for ongoing investigations. Cases deemed ongoing for over one year forfeit exception and must be revealed. It is, in fact, your government. You own it and you do have a right to know.

Economics:

Reduced Defense Spending- Currently the city budget allocates 70 percent of its funds to defense, leaving only 30% for everyone else. By keeping these valuable resources in the hands of the few, the majority don't have the what they need to properly defend themselves. We as a city are only as strong as our weakest links. As your councilman, I will see this bloated military budget lowered significantly. Bonus! With overall watch numbers lowered those who do manage to keep their jobs may actually see a slight increase in personal wages.

Luxury Tax - The wealthiest in the city have more then they need. The Donrick's out there display elaborate statues that serve no practical purpose other than their own elaboration. I say melt them down and use the funds to make 10 lives better. Don't worry about Donrick's either, they'll still be richer than anyone you know. Priorities! All of the so called nobles of this city need to be giving much more. In the end even they prosper from a public that can actually afford to buy the things they are selling. Bonus! We can use the money to fund scouting operations, heal wounds with the seekers and be informed about the real dangers out there.

Public Rebate- Lets start putting funds where they belong, in your hands. I should like to see upwards of 10% of every budget to be handed directly back to the citizens. Individual rebate amount would be calculated as this percentage divided by population. You need only show up to collect it on the day decided. Do with it whatever you like. Bonus! The rebate has the added benefit of an accurate census, as more people are likely to show up for their rebate then to vote. By the way, GET OUT AND VOTE!

Public Works- I will see that discretionary funds are allocated to city-wide renovations, especially in lower Sanctuary, where they are needed the most. We don't need watchmen to reduce our violent crimes, we need better conditions in these urban areas. It's amazing how few people turn to crime when they don't feel forced to in order to survive. I'll see that funds are used to replace the rubble that was Uncle Worn's Stew with a Park, as a monument to what he stood for. I'll work towards allocation funds for a Division of the School of War to be established in lower, equipped with an open arena space. Bonus! Both parks and arenas are known to lower violent crime rates.
