Venerable Spellguard Order,
I would like to loan one of your containment facilities for a short period of time in the near future.
I have extended a contract to several mercenary companies to capture a lizardman priest of Moander on my behalf and would appreciate it if I could keep him in the Spellguard Tower until I have the time to question him about several issues.
I am sure the lizardman's knowledge on local herbs and poisons would be of some use to the Order as well. I have spoken to Agent Miller on this, and he seems to think there will be no issue, nevertheless, I thought I would ask formally.
Respectfully,
Councillor Jacelyn Cheval

[After reading the letter, and dropping it off in the lounge for all to see, Elapidae pens a reply]
Councilor,
I've approached a band of Moanderite Rebels within Slaal'tesh who proved interest in offering its services peacefully. In return, they would request our army assist with their driving out of the Shadow tribe from the ruins of their city, claiming it was Fryar who cause them to lose it. A lofty, and highly unlikely result, However-
I informed their head priestess I would pass on word to you before making judgment, and thought it best to spare its life, as it showed us the same courtesy, in keeping its bloodthirsty soldiers from killing us. That being noted, I believe Agent Miller and other privates of the Watch were intent on killing the entire band, and bringing in a prisoner for you.
Regardless, I believe the results you seek will be had soon.

Good Agent Elapidae, my friend,
Anyone can claim the bounty, I just won't issue it publically. It's two thousand gold for a normal lizard priest of Moander formerly living in the Slaal'tesh region, and three thousand for a powerful one, valid until one is finally captured. As for this priest's offer, war with a dragon and his kobold legion, to help a former aggressor regain its territory, which we took in the first place after suffering a devastating raid, is not something I think is in any sane man's interests.
If you should happen to see them again under peaceful circumstances, let them know they will be let free after giving their assistance. While Sanctuary will never attack the kobolds whilst the dragon remains peaceful, we might make other arrangements.
Thank you for the report, I appreciate it immensely.
Respectfully,
Councillor Jacelyn Cheval
