No. Raise Dead has been scripted to only work for characters who have drawn exceptional notice from their deity. Thrawn can elaborate.

As far as percentages, everyone starts with an extremely low percentage chance of raising someone. This percentage chance can be raised by DM's when a DM sees a priest promoting their deity's dogma. Basically, raising the dead is the ultimate power a deity can grant. To be able to do so, a priest must prove themself worthy of it. As they do more for their god, the higher their chance can go.
I will point out we have made the component side very cheap. It is supposed to be 5k in diamonds, which I don't think would result in any raisings.
Your post reminds me, though. Do we want to implement some sort of alignment restriction on Raise Dead / Resurrection? Right now, we don't have one.
Those are silly perhaps. If a god trusts you so much they're letting you raise the dead already, then they should trust your judgement when you use that power.
If you raise Mr. Kinda Evil follower of Bane, but you're a priest of Tymora. You're likely doing this to show him the compassion, the random luck, and the power of Tymora to help him change his evil ways. There may very well be a reason.
If Tymora learns you raised Fzoul Chembryl though, then obviously she has the power to drop your percentage chance to raise way, way, way back down.
I think it's because the DMs don't want to set level caps at level 8, so rather they just watch the priests who have made 9 to see if they should be raising the Dead/Earned that favor.
In this case, simply because you know how to prepare the blessing to raise the dead doesn't mean your deity's granting you the power.
I think Oro was referring to the alignment restrictions, which are indeed probably redundant given the "deity favor" system.
