The Council elections above us come again. Many of you could care less, but listen! A woman of the tyrant Bane hopes to gain power. Power over us! Iphraem the banite would tax us all! Iphraem the Banite would send more murderers into Lower to slay our men and women!

Will we stand for this? NO!

Can we stop this? YES!

When the time comes, vote! Yes, we have the power and the numbers to make a difference, if we simply act!

i am moth IPHRAEM FOR COUNCIL

Fellow citizens,

I have read the histories of this place. An age-old problem lies in the so-called free land of Lower Sanctuary - Lysik, Ubel and the latest revolts, led by those who needlessly throw themselves against the in-between's garrison, as well as the rise and fall of criminal elements such as the late Thorn leave no room for doubt - we must no longer defend Lower Sanctuary and allow them to remain a festering cesspool of rebellion and division. If an invasion were to come through the Canal Ward, Lower would be threatened just as we would - and yet, we would shed our blood first, and our Watchmen who died in valiant defense would likely have their corpses picked clean by the Vultures Who Dwell Below.

Always, at the heart of these revolts, is a tight-knit band of would-be revolutionaries. A vanguard. Elect me into Council, and I shall make the following provisions to see this pattern ended once and for all:

    ON SECURITY:

  • The Council will officially demand a monthly tribute from Lower Sanctuary, to serve as their contribution to the defense of the town, to which they contribute so little, but from which they derive their own safety. This tribute will be used to raise the wages of our Watchmen and Spellguard, to fund their organizations better so that they can defend us better, and to outfit the gates for better defense of our township.

  • An elite guard will be appointed, whose sole purpose will be to destroy any inkling of a budding revolution with extreme prejudice. No more will the likes of Thorn, Plopilibop and those who preceded them be allowed to gather strength, recruit men and spread their message against order and propriety. The action of this guard shall be restricted to Lower Sanctuary and elsewhere, wherever our enemies dwell. They shall be few, but implacable. Their duties shall not interfere with the function or mandate of the Spellguard and Watch - rather, they will exist to operate where these two venerable organizations cannot.

  • An advisory Board of Military affairs will be constituted of Council, Spellguard and Watch members. Upon majority vote of the Council, this Board will become a Wartime Council, with the same attributions and powers as the Civil Council - such periods will last for an entire month, and can be revoked or extended by unanimity vote of the Civil Council. This will enable us to run the city more smoothly in times of true strife - it is noticeable at this juncture that whenever something of import takes place, Watch and Spellguard spend more time figuring their jurisdictions and attributions than addressing the problem - this is not the fault of the Watch, nor the Spellguard, but of our own Civil Government system.

    ON LAW:

  • Common in Sanctuary is the cry of 'slavery before death'. It seems that the complacent citizens of this township believe that freedom is a God-given right, when it is clearly not so. One must earn one's freedom at every turn. As one's freedom must be earned, so it can be lost. When I am Councilor, I will work to abolish the death penalty and replace it with a forced labor regime. While this may seem an analog to slavery, consider that those people we currently slaughter in the Cage serve no other purpose than to allow the citizenry to exact 'punishment'. However, the true punishment is that they should spend the remainder of their lives considering their mistakes, and putting themselves to work in benefit of the common good.

  • I will work to repeal the ban on the animation of the dead - the tale of the Scholar Aleczumberzeil shows us that not all necromancers are truly bloodthirsty villains - some are civilized, learned men who would offer us their aid, as this man did by freeing many slaves from their erstwhile captivity in the Illithid Enclave of Ysinode. While animation of the dead shall remain a serious crime if performed in public areas and my official position in government shall be that the living prove better defenders and soldiers than the dead, private animation for the purposes of study shall no longer be considered a capital offense.

ON THE FUTURE:

Sanctuary is in chains. I foresee a future where through duty and service, through toil and blood, we shall free ourselves. No longer will we be held back by the petty morals of starry-eyed idealists. No longer will we allow criminals and ruffians to grow strong in our midst through complacency. No longer will we drive away those who seek only the protection of our township and to assist us through learned civility.

Sanctuary is in chains. VOTE IPHRAEM, AND FREE SANCTUARY FROM THE MIRE OF IDEALISM, FROM THE WEAK-WILLED COMPLACENCY THAT HAS PLAGUED IT, FROM FEAR OF OUR ENEMIES, WITHIN AND WITHOUT

IPHRAEM. STRENGTH AND UNITY TYRANNY AND OPPRESSION.
