Brothers,
It is with a heavy heart that I write to you. Today, I delivered a speech in the Town Hall, one which I thought could not possibly be a point of contention, not from any sound-minded individual who lives in Sanctuary. Yet, when I presented my proposal of instituting a tax to be paid by Lower, I was met with the scorn and outright hostility of the populace.
This has led me to two realizations:
1) We cannot, will not succeed if we are constantly harassed by the memories of bygone times and the perception of 'misdeeds' the Church has committed. To solve this issue we will need a Priest, immediately, whose main goal shall be to turn the Faith in Him into a practice worthy of respect and fear, not scorn and hostility.
2) We must commence, at once affirmative action to reinstate the name of the Lord amongst those uttered in fear and respect. It is unacceptable that this town think He can be scorned without consequence. I do not speak of exacting 'revenge' upon the citizenry, but rather showing them that we can deal with their problems in more swift and brutal a manner than any others.
Please respond at once, and consider your own thoughts and ideas to address these issues. This is of the utmost importance and must be dealt with immediately.
