2 is Done on a citizein of this fair city.

3 A Forces Labor System? Do you honestly think we have the space for these criminals to Lodge or stay? Again this is a huge Waste Of Our Tax Dollars especially paying them for food and a place to stay. It is practicly Slavery in its own right.
