Agent Delgado,

I have been asked by Perin to provide you with an account I witnessed in some part regarding the attack on associate de la Ray by the Tigereye named Namli.

At the time of the incident, I'd just entered Lower by way of the stairs, and witnessed Namli standing over a body on the ground. I moved closer to see who it was and noticed it was associate de la Ray.

I witnessed Namli hitting de la Ray with his weapon, and kicking him when people tried to provide aid. He hit him again after de la Ray tried to tell Namli he was there on official business.

At this point, after being threatened numerous times by Namli, I moved away from the scene.
