Make Lower More Dangerous for Upper Characters

I find it strange that Lower is on the brink of all out war with the forces of Upper and yet large groups of upper characters walk around lower preaching upper sanctuary values and laws (such as large groups chasing someone through lower because they are a necromancer and that is against the law). If you walk around in upper and cause trouble the guard NPCs are there at the least to make your life a pain. If you walk around in lower and cause trouble for a local I would think that a few of the armed thugs / citizens wouldnt like it.

I also think that some of the children should have the pickpocket ability to thief some coin off you.

I think Lower is kind of dangerous to uppers already... I'm not even an "upper" and all of my characters walk around with their blades drawn in lower...

The previous posts mentioned that the players are responsible to what happens to people from Upper that come to Lower, but I believe that Begin_End was referring to how the NPCs react.

For example, several months ago in Lower, a certain Upper NPC cast a spell in Lower. (I forgot his name, but it was one of Canzah's characters) He was a noble in Upper, and the lower NPCs accused him of being a spellguard, and a crowd was gathering to lynch him.

I believe Begin_End was thinking more of things like that than PCs interacting with the people from Upper. After all, in Upper, DMs often posses the Watchmen to deal with problems.

It is dangerous for anyone in Lower as it currently is.

In all fairness, I'd venture to say that having a dozen or so armed and experienced Lower NPCs guarding the border is really little more than a waste of space. At least considering the infrequency in which they are taken into account by various people traveling into Lower who would, under more realistic circumstances, be harassed far more often than they typically are.

It's not always a matter of PCs stepping up to the plate.

Its quite dangerous enough for the toffs from Upper thanks - mainly due to some excellent role play by those who inhabit Lower.

I respectfully disagree. Those times I've seen the NPC population of Lower move against someone from Upper, it's been instigated by PCs, whereas the NPCs were wholly supplemental.

This is great, and all, but it always seems to be entirely dependent upon the presence of a few key PCs. Whereas should a PC on comparable terms to Upper decide to trespass, they seem to receive a rather disproportionate response from the powers that be irregardless of PC response. Granted, that's just in my experience.

Now I have to agree with both sides of the argument, if you make trouble in upper, the powerfull npcs are on you pretty fast. I have yet to see this happen with people in lower. Also, I'd like to say that I spend a majority of my time in lower and havn't yet been mugged or killed. In fact, I have been killed by chaotic good characters IN lower, that is something that shouldn't be allowed to happen, not when NPCs would likely intervene. also, it would make people think twice about starting their character in upper city. sure they get more money, but they will receive hostility from those in lower. However, I have seen that if a character from upper is well known, *cough* Clara Fireheart, *cough* he/she will get quite a crowd of player characters crowded around them, yelling for blood, until of course another pc steps in and ends the entire ordeal with trusty alchemist fire. So yes, lower can be a dangerous place, but it would be very cool to have some thugs patrolling the area to discourage the watch and spellguard from messing around down there.
