Given there is now a divination store, is it possible to script something where you could search for PC's, paying the diviner a set amount to use her scrying bowl?
Maybe if you are in a spellguard or other warded area (Mur maybe?) it wouldn't work so people could be 'protected' from this.
This would be good for PVP as searching for people can sometimes be almost impossible and this would at least give you an idea where they were. Of course they could have moved by the time you get there so it isn't perfect.
Also with a good spellcraft roll of course the person would be able to tell they were being spied on...
It should also be fairly expensive to stop it being spammed.

No, no, please no.
Scrying is currently the only thing divination school has going for it. TO make this service availible to all PC's... urgh.
Maby instead set up a system where a ranger can track across maps?

You could have a item designed, to where when used on a target, will cause them to leave a trail of a substance every 5 to ten meters until they wash it off. >_>

I thought there was already a thread started where the DM's basically said that Scrying was next to never going to happen in EfU due to the fact that only very, very smart and very high level mages/clerics would even have heard of such a technique, let alone be able to harness the power to execute such a search.

As Exile strife said, You'd need greater focus divination to even know this is possible.
