If I was unable to contact a DM IG for an alignment shift, I imagine I should contact one of you in the forums. Should I just randomly contact one of you? Or is just one of you "assigned" to do out-of-game alignment shifts? (This does not mean I want an alignment shift for out-of-game reasons, my character just deserves an alignment shift for what she did.)

Contact in-game and IRC are preferrable as it's possible to see who's actually active and available. Barring that, send CALCULOR many PMs on the forums with your requests.

We prefer to keep the DM Q&A open for setting and general sort of questions.
