Attention to all subjects of the Nation of Thay.
The following is hereby ordered by Magus Kharant. If these orders are not obeyed, any found to disobey them will be placed in exile and have all property seized if they are free men and if they are bondsmen, executed-upon return to the Nation of Thay where our sovereignty reigns.
Obviously the Nation of Thay has no authority in this city and makes no claim over authority of another Nation. The Nation of Thay recognizes the independence, sovereignty and legitimacy of the Nation of Sanctuary.
These orders are now binding law upon all subjects of the Nation of Thay.
1. You are to immediately report to Magus Kharant to make your presence known, leave a letter for him in any inn to expedite the process.
2. You are to immediately inform any and all other subjects of the Nation of Thay to likewise make their presence known and compel others to do the same.
3. You are to immediately coordinate your efforts with Magus Kharant to find a means to return to the surface and Thay.
4. The Nation of Sanctuary is hereby a recognized sovereign Nation in the eyes of the Nation of Thay. All crimes in the Nation of Sanctuary are temporarily and provisionally crimes in Thay and any subjects of Thay who violates the laws of the Nation of Sanctuary will be punished accordingly if they ever manage to return to Thay. These 4 orders are mutually beneficial and come with their rewards. All individuals who assist will also return to the surface once a means is discovered. Any bondsman who assists in the effort is hereby freed and given citizen status, as well as a permanent pass of free travel, to move around Thay unmolested. Any subject of Thay who complies with this order will have all crimes against him immediately pardoned and any property or lands seized, immediately returned upon our return to Thay. Any free man who complies with this order will have whatever lands they posses, doubled on return to Thay. Any individual showing aptitude for magic who so desires, will be given preferential treatment for civil service testing, with the possibility of becoming a Red Wizard. Any individuals who wish to join in the effort who are not subjects of the nation of Thay are encouraged to also contact Magus Kharant. Upon our return, you will immediately be granted Thayan citizenship and given lands to administer in size proportional to your contribution but no smaller then an area of twelve fiefs.
