How do these two races feel about each other - in general - in Sanctuary?

I believe goblins and kobolds are pretty much vicious enemies. Always.

Generally speaking, yes, Brea has it. The kobolds in Chudax' camp are not fond of goblins at all, and the goblins in the goblin camp are not fond of kobolds at all.
