Lastly, under the conditions that Miss Plop- and her companions bring no further trouble into Lower Sanctuary (namely, leading Spellguard or Watchmen who are on her tail) into Lower, I will neither commit nor condone any further action taken against the halfling or her company. Breaking this condition nullifies this agreement.

Any Watch or Spellguard who may read this, be reminded that Lower is autonomous. While keeping your law enforcers from chasing criminals down into Lower would be unjustified, you also are not justified in causing needless panic, harm, or other negative conditions upon the free people of Lower or enable them the justification to defend themselves.
