I have given notice to the Watch. It might take a while to take effect (it is already in watch records), so I would recommend him speaking to the town guard by the main gate without entering town, to verify this.

It seems I have spoken too soon, my original ruling was that only by Clan vouching to him can the Exile be lifted. If the Clan won't support him, your only option is to have three councillors to overturn the ruling.
