The rat-loving Gobbler in Lower Sanctuary should have a dialogue option to sell him the rat meat straight off, without talking to him about it first. Hans the Butcher has this option. It's annoying to go through the same old conversation about "What's that in your pack", when you already have some rat meat for him.
Also, I think it would be great if Fort Mur also had a butcher or a cook, who would buy rothe meat. I think it would be fair if he paid less than the 40 Hans pays. Maybe something like 20-30 gp's. I don't think this would lead to over-farming the rothe, because it's not really that much gold, and usually people don't hang around Fort Mur much.
One minor thing is that it would be great if rangers could check for tracks while stealthed. Currently the Craft Menu disables stealth everytime it's opened. It usually isn't an issue, but sometimes it could save one's life.
