The guy near the combat dummies in the pissing crone (drunken half orc). I had one character talk to him and in the combat log it said that maximum level is 3. I had my 2nd level character talk to him and he just says "pike off ". Both are 1/2 elves, just in case it was a racial thing.

No bug.

He only talks to certain people.
