Summoning with reagents we know gives different summons than normal, but when I use reagents with the animal domain, i don't get the reagent summoned creature at one level higher as normal ones are. Is this fixable?

I reckon it should be, don't know if it's by design.

Due to balance issues, this is not something we want to fix. Animal Domain gives you animal summons at one level higher than usual, but will not apply to other themes.
