In my efforts to earn Lower a chance to build an economy, I have spoken with the Council Chairman of Upper, Councilor Crowshire, and gained his approval for a means by which I believe Lower can be given a real chance for growth. My proposal is for Lower to be given a dock for its exclusive use, autonomous of Upper Sanctuary, under the direct control of a Lowersman. I would be most pleased if you accepted this roll for yourself. If you do not wish to do so, I ask you to locate a suitable person for the job. After such a man or woman is found, I will send in my proposal to the Council. I do not believe it will fail. Not with the Council, at any rate.

The Sheriff and his Lieutenant Lothor may prove to be somewhat more hostile to the idea. If this proves to be the case, I will speak with them and attempt to find a settlement agreement. They may not quite realize the wisdom in relieving some of the hardship in Lower. Regardless, that will be dealt with when and if it arises. I merely wished to point this out so that you can better prepare yourself or your appointee on dealing with this sensitive issue.

Is the dock for use by the one chosen lowersman, or available to use of all people of lower, so long as the person chosen approves?

I don't entirely follow you. You or your appointee will oversee the dock and how it is used. Thus, if a manic Dapper Derby decides that he wants to ship in six barrels of Alchemist's Fire or a pair of Deep Lizards into Lower, you or the appointee will have the sense to disallow it. We don't need that kind of pressure in Lower right now, obviously. I suppose this means the latter of your two notions.
