For speeches and events and Council influences, is it possible for the DMs to make a quick note if it was popular or not? If Councillor A makes a speech about how they need to raise taxes for no reason, it could be a quick note under saying "Councillor A loses reputation with most people". Conversely, if Councillor B slays all Drow in the underdark and gives a speech, it would have a note saying that he gains reputation and popularity, and such. It would help us to know what the unrepresented people want!
Council Popularity
Speaking from experience, it is not always clear if you give a speech what people really think about it (in fact, it frequently isn't). Finding out what people really think generally invovles doing more than standing on podiums in front of large groups of them.
If everyone's cheering or booing, that's a pretty good sign, but that is hardly the response to most public speaking events. Most people, regardless of their real opinion, will politely listen unless they have an axe to grind (in which case they might heckle) or they're truly emotionally affected by the experience.
In a city like Sanctuary where there is a long and conditioned history of people dying for expressing political opinions too loudly, consider all responses to be significantly more muted.
Though, as it so happens, my own character has -attempted- to conduct a door-to-door survey. It never really went anywhere. *shrugs*
So, that all said, I'd be a huge fan of at least some form of NPC response to PC actions that would at least give clues. Even if it's something like "the crowd shows no signs of its real opinions, behaving politely", that'd be appropriate. But something would be nice.
But to Activity.Series I suppose my point is that if you get the impression that you're delivering master treatises to an infuriatingly unresponsive audience.... you're not far off from reality! ;-P
I really don't think Sanctuary politics has quite advanced to the stage of exit polls. However, we'll try to do our best to make comments known about what NPC's like, and what people hate so much they will hire assassins to kill you for. I do not think we'll employ some standard system for this, however.
Keep in mind that our NPCs now frequently have their dialogues updated as well. Remember to bump into them once in a while.
Just assume you're incredibly unpopular. That should be a safe assumption.
DM's will likely let you know when you are hated by the population.

Deepingdale is the first Councillor to take the issue of public benches seriously. Hoorah for totalitarians and their love of street furniture!
