Councilman,

I am investigating the murder of six individuals within the Canal Ward. As a precaution, it would be helpful to have precedent set by the Council, that anyone living within the Canal Ward is considered a citizen of Old Sanctuary, and thus protected and subject to our laws.

My belief is that, as a ward of Sanctuary, all living there are citizens. I shall inquire with my fellow councilmen and Azzam to make sure.
