This is certainly understandable. Here are the facts, followed by witnesses.
Garne Jars at one point attacked an Uppersman in the Canal Ward under the guise of invisibility. He was witnessed doing so by multiple Lowersmen. He was beaten down by the Lowersmen who intended to keep any sort of retribution from the Uppers from occurring. In the stead of killing him, as many had wished, the notorious Alex Wilder of the Dapper Derbies gang decided to put him in his own gang colors and throw him past the Upper gates in an intoxicated state.
Later on, after the incident and being returned to Lower Sanctuary, Garne Jars attacked Alex Wilder, likely with murder in his mind although this is unprovable, in retribution for the humiliation and near-death experience. I personally stopped the two men from outright killing each other. After this, I raised the first charter; it has been up for a number of days now.
Yesterday, I awoke and found Jars speaking to a crowd of Lowersmen, telling them all that the Dapper Derbies had been kidnapping the children's gang known as the Sugar Sweets and barricading them into a warehouse. Also, Jars claimed that he had killed Alex Wilder after Alex had attacked him. I went along and checked out the situation in the warehouse myself, discovering that the two gangs had collaborated their efforts; if anything, the Sugar Sweets were dominating the Dapper Derbies. What they are doing in the warehouse is still unknown. Regardless, discovering the truth of the matter and in consideration of the fact that Jars had both attacked Wilder multiple times and earned the ire of the Dapper Derbies, it is certain that this man had been lying to Lowersmen in order to assault the Dapper Derbies so that the men that threatened his own life, his own personal enemies, would be removed.
I can provide witnesses to all of this in conference, but for their sake I will honor their anonymity until they willingly allow themselves to be known.
I hope this clarifies the situation. If you require witnesses and statements, I will gladly provide them if given time to find them and persuade them to further clarify the events.
As for the Watch, Jars' crimes were committed on Lower soil and against Lowersmen, not those under the protection of the Watch. I would not bother them, for they would not care. Additionally, Lothor sees my notices, as he enjoys sneaking in and around the Crone. I find little reason to repeat what he already knows.
