I require all your thoughts on what this council session should do in regards to Lower. Send me a letter or meet me at your earliest convience.

Leave it. If the gangs attack you or cause trouble, I have an entourage of men and women ready and willing to stop them. Lower will not be a haven for guerilla assaults on the Canal.

If, on the other hand, you assault and take over Lower, I will not be justified in stopping anyone from attacking and harassing you. Even Winston, a generally peaceful man, will not give any hesitation to violence. Please, do not provoke Lower.

I do like the steps being taken to provide benefits for employers of Lowersmen. I think that some additional promotions should be considered, particularly about giving Lowersmen training to perform loftier jobs. Continue such efforts, and perhaps we can all enjoy the benefits of peace.

I'll think about it, and perhaps can add more when we next cross paths.
