Asked to be given to the highest authority in the Temple.

Dear fellow Triadian,

My name is Painbearer Lucius Westmore. You may have heard about some of my work in Lower Sanctuary in the name of Lord Ilmater to bring peace and, hopefully, some prosperity. Namely, I was a co-commander on the assault against the Slugcrawl goblins that were threatening the city.

I will make clear that I do not lightly set aside the fact that much of Lower Sanctuary is ridden with wicked men, hellbent on chaos and discord. I rend my heart as I write you over how a solution can be found.

These recent events in the Canal have left me confused and concerned. Ilmater's will for peace and my desire to see Lower Sanctuary be fruitful for once are now competing. I call to you to establish contact with the church authority so that we may begin to open relations with New Dunwarren. But I also write to hear the wisdom of my fellows who may be able to see what my own heart cannot from amongst these people. What is the stance of our church and congregation on Lower and its gangs, the Canal Ward occupation, and this entire situation? I will return to the acolyte to receive your reply.

I am all that remains of the clergy here. Even our temple moneychanger was cut down by Lowersmen. There is a paladin of Arvoreen acting in the name of the last warden; his name is Drin, and he may be in a position to do, well, something.

Then I'm going to write to you personally, acolyte.

Drin wishes to secede from Sanctuary on the grounds that the contract between the state of New Dunwarren and Sanctuary when the Spellguard entered New Dunwarren, especially the Temple itself.

Lastly, in a few more months I will retire from Lower Sanctuary when my work is completed. Hopefully then I can help you restore the majesty of the temple. In the meantime, I will do what I can to increase attendance to honor the holy three.
