[Rests his hands on the podium, and gazes about with the traces of a smile across his lips]
[His voice rings out through the hall, strong and loud, an almost musical quality to it, intoxicating] My friends, people of Sanctuary, strong and meak, swift and slow. I stand by this podium today to speak to you, but not just about my re-election as Councillor, oh no, but about the continued survival and prosperity of our settlement until such a time as a way is found, whether that is another hundred years, or five, I do not know. What I do know, however, is that if Dunwarren has a memory and mind, it would surely be hard pressed to remember a time when Sanctuary has been more prosperous, than here and now!
[He exclaims proudly, with much energy and passion in his voice, he holds his hands up in an amiable display of enthusiasm]
Thanks to the guidance of my fellow Councillors and myself, Sanctuary is blooming, and if this trend continues, we might become an economic power that even Sembia would be wary of!
With that said, Sanctuary cannot prosper without trade, and while I will see that no one purchases slave goods without loosing a hand or a head, our merchants will still be free to trade with who they so in good conscience choose. With the talks of using the port of the Canal Ward to trade, comes the talks of setting up other outposts, and in the next term, if re-elected, I will be looking into their validity.
I have sworn to do my best to keep Lower from rejoining Sanctuary, so long as they wish to remain seperate. When that oath was made, Mycopolis was still ruled by the druids, and has never been part of Lower Sanctuary. I believe the Canal Ward should not be controlled by gangs and thugs, but rather, open to any who wish to trade in good faith, with the spirit of freedom in their hearts. To that end, if re-elected, the Canal Ward shall be open to all, with employment available to any who wish to work, Lower man, or Upper man! We will have prosperity!
[His voice takes a somber tone] Yet with prosperity, will come the ire and greed of others. With the extra funds raised from taxes and trade, I fully intend to use a large percentage of this to aid our defense forces in the continued survival of our city, and should the Seekers or other benign institutions come looking, the pursuit of the way! There will be justice, wealth, and safety, and in time, a way! One of my intents in the short to medium term is to eventually seal off Upper Sanctuary from the internal threats of Chosen invasion, with walls and gates in the ruins, further protecting our people!
[He pauses, and looks about at those gathered with an easy smile across his lips. The look on his face seems to speak of hope, of wonder, of strength, of purity]
I may not be the strongest man, or the quickest, but I am one thing... just! With my re-election, I will continue to honour the work of Tyr, and fight to see that no innocent man goes punished for the crimes he is accused of, and all guilty men receive their just rewards. Justice for all, is, and will remain my motto when in court and office!
Friends, you know me, if not in person, than by the work I have done for Sanctuary in my single term of office and would continue to do if you would but have me. The choice is yours, as will it always be, my friends!
I have said all I have meant to say. If you have qualms, concerns, or fears, speak with me, and we will work to solve them together! I am, and have always been a man of the people. Vote for me if you want a fair and honest man in office. Vote for me if you want a man with Sanctuary's best in mind. Vote for me if you still hold the hope for the surface lands. And vote for me if you want moderacy to keep you safe, I will never be a fanatic!

[He takes a humble bow, his locks of golden hair falling down in front of his face as he does so]
[Afterwards, Jacelyn calmly discusses the objections of one man, after descending from the podium]"Yes, let us invade and impose on the land of the canal ward with little due blood to reward the men of upper who dare rule on other man! Yes, let us mock the dead! Yes, let the destruction of Mycopolisand its reclaimation be in the complete opposite intention of the very principles of the men who lived there!"
"I fail to see how restoring our city mocks the dead. I am curious why you think Upper Sanctuary rules unjustly?"
"Aye! Let all rich me rule more land?"
"I speak not of the rich ruling, I speak of the people ruling. Not opportunistic gangs that rule by fear and coercion."
"Oh yes? They are all evil opportunistic gangs? And who fought most, and drove the Slugcrawl to their graves?"
[Lets out a light sigh] I suppose you'll say the gangs of the past have been the epitome of fairness and justice?"
"The men of Lower"
"[Sighs] Wald. Most of the men of Lower who claim leadership, have nothing but their own futures in mind."
"And yet little after the dead were removed, the greedy merchantiles moves right on in with their mercenaries. Do they have claim to the land because of this? I think not."
"You mean developing the ward, and offering jobs to the common man? The Canal Ward is full of Lower men, and Upper men. It needs fair governance."
"No, I mean the ongoing tresspass of greedy men"
"Else another Ledskir will rise, Wald. Or has that memory gone from your mind?"
"This has nothing to do with it"
"The merchants won't be put in check, until their ruling government sets up in the Canal Ward, Wald."
"Their ruling government? Hmph. What of it?"
"Another slaving operation, or worse still is likely to start up without Council intervention. Or would you have us do nothing? And let history repeat itself"
"In the Canal Ward? And why not? All the better when they get run out"
"I fear you do not understand. Naivety has run its course, friend."
"Then enlighten me"
"Think on it, and read some of our town's histories. I have tried. You know my points and beliefs, and you have said nothing to convince me otherwise."
"I have no desire to read books, when all that there is to do is simply be gone with the squatting merchants who have not paid any due to the men that fought."
"Upper Sanctuary payed the due to the ment that fought. They were payed to take up arms against the goblins, and funded out our behest."
"I suppose they paid the men who wanted nothing from Upper as well? Hmph"
"[He gives a light shrug] Again. Your points are flawed. [Sighs lightly] Mayhaps in time you'll see the truth of things. "
"Those merchants will damn us all, and fighting is due to break out. And then what?"
"Well, my exact point. A reason for the Watch to enter the Canal Ward and enforce some semblance of order in the district."
"You mean secure the squatters domain for themselves?"
"Hardly. The people that live there, will live there with their claims."
"I sese, you wish to put down the rightfully angry mobs that would take arms against such things"
"Not at all. The angry gangs will continue to lkive, and fight each other in Lower Sanctuary, while secretly enslaving the weak, as they have done for a year or so. When people want Upper Sanctuary again, they will have it. But the Canal Ward has no rightful claimants, other than the druid who lie dead."
"Indeed, there are no rightful claimants."
"Any other concerns, dear Wald?"
"Besides the only negotiations in this matter, was Pearce's body on a pole? I suppose."
"Oh, the body was voted taken down, unfortunately his friends decided to attack the gates before the Watch received word."
"I'm sure you have concernso f your own, and there are some documents I need to look over. Take care, Wald."
"I suppose you had to have a proper time and tea to vote a rotting corpse off the pole. [Said as both walk off]"
