I did just ask that, and I followed the FAQ to the conclusion that DMs are not to be bothered with questions that can be asked to and easily answered by normal players. I think the links and FAQ clear everything up. Make sure you have the voiceset and portrait overrides for monstrous races from the downloads section. Then all you have to do is create a halfling and type either "Goblin" or "Kobold" into the subrace entry.

Just as an aside, kobolds are much, much cooler than goblins. Don't underestimate the power of the "Yip!" emote.

I have not had the time nor energy to make a 1.69-compliant voiceset override. In fact, if you did not get a new voicesets.2da override, there's a chance that you won't be able to hear any of the new voicesets added by the patch.

Same goes for portraits.2da (which was unique in that I was selective about what portraits to make PC-enabled, and duplicated them for both male and female monstrous PCs, to be organized by the default race most likely to have the monster as a "subrace").

So, that's why they're not available for download off of our site anymore.
