Description says he has a quest for levels 2-4 and a party of 1-8.

When I spoke to him with someone in this range, I was not offered a quest.

Race was goblin if that affects anything.

I attempted to take this quest once, also, with a human character. I wasn't offered the quest either, despite meeting the requirements detailed in the Assistant's description.

Had the same thing happen to my PC as well.
